2016 Batch ‘A’ Mobilization: NYSC warns pubic over fraud alaert


ABUJA – The National Youth Service Corps (NYSC), yesterday, warned the general public, particularly the prospective corps members, to disregard activities of some hackers requesting them to make payment for posting or to change their posting.

A statement signed by the NYSC Director of Press and Public Relation, Mrs Abosede Aderibigbe in Abuja said the scheme had not started posting to state of deployment and would not request any prospective corps members to pay for posting, discribing it as the work of cyber criminals.

The statement reads: “The attention of the NYSC Management has been drawn to the activities of some hackers sending messages requesting prospective Corps members to go and check their states of deployment online.

“They refer their victims to a link and ask them to enter their login details as well as choices made during their online registration.

“Management wishes to inform prospective Corps members that posting to states of deployment has not commenced; but will be done at the appropriate time in line with our laid down processes.

“The so-called “link” being sent to prospective Corps members is the handiwork of cyber criminals and should, therefore, be disregarded.

“Prospective Corps members are particularly warned not to make payments for posting or change of posting as that is clearly the motive of the cyber criminals.

“Management will inform prospective Corps members as soon as their posting letters are ready for printing online or delivery to their various institutions of graduation.”

Boko Haram not occupying any LGA in Nigeria – Buhari


ABUJA- President Mohammadu Buhari on Thursday in Abuja stated that no part of Nigerian territory was under the occupation of the Boko haram insurgents.

This came as European countries have announced a donation of $50 million to Nigeria and the countries within the lake Chad basin to fight terrorism.

President Buhari said that the Nigerian military had succeeded in decimating the terrorists who had hitherto occupied some local government areas in the north eastern part of the country.

He made the submission while welcoming the president of Germany, Joachim Gauck at the president villa, Abuja.

Speaking during a joint briefing with his guest, president Buhari regretted that his German counterpart was “welcome” with the news of attacks on Dikwa, Borno State by the insurgents.

He however stated that the terrorists have resorted to attacking soft targets having been pursued out of their base by the Nigerian army.

The president said that the challenge facing the government now was to relocate and rehabilitate the victims of insurgency.

He said: “It is a pity Boko Haram welcomed you by explosions Maidugiri that took so many lives, but I have attempted to explain in so many fora that Boko haram is not what it used to be. While they are firmly holding 14 out of 774 local governments when we came in, they are not holding any local government now.

“What they have resorted to is using improvised explosive devices to cause maximum casualties on soft targets as they did yesterday, doing what they are capable of doing now. But for them to organize conventional attacks on military, police installations and take hold towns, I think they are not able to do that. They send groups to go and kill vulnerable targets.

“Having said that, our efforts have to be redoubled to make sure that the people in internally displaced camps have been rehabilitated especially the children. More than 60% of the 2million people in IDPs are women and children and more than 60% of them are children and more than 60% of the children are orphaned.

“Some of them don’t know where they are from, they don’t know their parents, this is a pathetic situation the leadership of this government is facing because the least we should is to quickly resettle those children if possible try and identify their neighborhoods, refer the schools health centers and maybe part of the village so that they can get out of the trauma that they are in”.

President Buhari who thanked Germany for its assistance to Nigeria in the anti-terrorism war also commended the country for the quality of jobs its construction companies were doing in Nigeria.

“I am pleased with the response from G7, the United States to Europe, Training teams have been sent to our institutions. Help has been sent but what we do is to try get our own committee under Gen T. Y. Danjuma which has made some efforts where he himself and Dangote has made some special contributions to start doing something in the field and we ask those who are coming to help, like NGOs from within or outside the country to go and meet them so that should be shown what damage have been done to the infrastructure and what plans we have.

“We also thank Germany for the help they extended to make sure that the last election was a success. The party I know is in laison with the parties in Germany which is basically under humanitarian concern that a country of at least 170 million people with very volatile political development should find peace as this is their main concern.

“We thank them for the help they are giving us in terms of what happened during the Ebola and polio scourge which they continue to do which is coupled now by the help in the IDP camps and North-East generally. We are very grateful for the aid Germany continues to give us through the NGOs and directly to the Federal Government.

“We also like to mention to the president and their companies that their quality of jobs are appreciated by Nigerians. We know it is at a price, but the important thing is if you get our jobs very well done, then it saves you so much in terms of maintenance

“Anybody driving through Abuja, can see the quality of infrastructure including this one. The first time I was the head of state, I was in a barrack somewhere but when I came back as President I saw this beautiful castle very well built and very well maintained. This is to say i feel the German company is doing a good job and it is appreciated”, president Buhari said.

He also appealed to the president to assist Nigeria in getting a permanent seat ant the United Nations security council.

“Outside bilateral, in the United Nations, Nigeria an African country feels that we are qualified by our number, by our size, by our position in Africa to have a seat in the United Nations. We hope that Germany will support us”, he said.

Also speaking, the visiting president, Joachim Gauck, thanked president Buhari for the reception accorded him.

He said that Germany would assist Nigeria in the insurgency fight and announced a donation of $50 million for the Multinational Joint Task Force, MNJTF.

“We indeed had a very fruitful exchange today, permit me to express my condolences in the face of the attack on the IDP yesterday

“As regards my visit, I am grateful for being invited and been given the opportunity to know the country and and its people and to talk to you about where we can further intensify and deepen our bilateral relationships. Nigeria is indeed a very hospitable country with impressive people and the spirit of hope of a country being on the move, I was very impressed by that.

“I had the opportunity to visit Lagos and now am delighted to be in Abuja. It is very important for me to let you know that we believe and we see in you, one of our most important partners here in the region and in your country. When it comes to developing the region at large, your country plays a major role and at the same time you are facing major challenges.

“We are hoping for a peaceful change and that makes it easier to engage in cooperations with you .

“You personally have made it clear that it’s is in a determined way that you intend to fight the Boko Haram and its methods that deeply violate the principles of humanity.
We intend to support you because we believe that it is a very good approach that you have chosen and that is something we would make available financial support and and this that approach consists joining forces with Neighbouring countries to fight Boko haram together and you have already taken steps in that direction as members of the African Union. We as Europe will support that initiative with $50 million

“In our exchange today we made it clear that development is not possible without governance and without dev governance you cannot fight. I had the opportunity to pay a visit to IDP camp. Germany will continue to provide humanitarian support especially to the vulnerable women and children”, he said.

25-yr-old man kills father over fight with mum

A young man, Mfreke Archibong Effiong, was
yesterday paraded by the Akwa Ibom State
Police Command for allegedly killing his father,
Mr. Archibong Effiong in Ibesikpo-Asutan LGA of
the state.
While parading the 25 years old, the state
Police Public Relations Officer, Delia Nwawe,
said the suspect hit his father with a big stick
on the head.
The suspect attributed the incident to
provocation as he never set out to kill his
father.
Mfreke said he came back from farm on
Monday to meet his father beating the mother.
He said the mother was trying to explain what
happened, but his father attacked him with a
broken bottle. He said he was trying to defend
himself when he hit his father with the stick on
his right arm.

indigenous rapper, spoke on his relationship with
his baby mama and long time girlfriend,
Adebukunmi Suleiman. He stated that although
they are still together, he has no plans for

“We’ve been cool from way back and we’ve been
together for almost 5 years now. It’s not just some
random chic that came around from nowhere.
That’s just it. But the question of marrying her,
that one is very hard to answer because Olamide
is not God. Only God knows tomorrow,” he said.

– Students of YABATECH are protesting the
death of their colleague
– A final year student was said to have died
at the institution’s medical centre from lack of
care

A protest is presently going on at the Yaba
College of Technology (YABATECH) over the
death of a student of the institution.

Sources at the institution confirmed to
LIPT that that a female final year student,
who is said to be from the department of Food
Technology, was admitted at the institution’s
medical centre but was not properly attended
to, a situation which led to her demise.

The students have now barricaded the
school’s gate as nobody is allowed to enter
or exit the institution.

Naij.com correspondents who arrived the
institution’s Yaba campus discovered that the
school’s gates were locked but had to scale
the gates to speak with the aggrieved
students.
The student died at about 4am today, just two
weeks before her final exams.

to be in a crucial meeting that is expected to
run until 5pm.
None of the staff at the medical centre, where
the deceased student reportedly begged not to
die this morning, was around as feelers
informed that they had all gone home.

A ghastly motor accident has claimed
the lives of six m3mberw of the
poltechnic Ibadan, amomg them,
students and staff.
The accident occured on at about 6pm
Monday along Oyo/Ibadan
Expressway.
The accident involved a Hummer Bus
of the Quantity Surveying department
of the institution which was
conveying some students and staff of
the department to Oyo.
It was gathered that the tyre of the
18- seater bus burst in motion and the
bus somersaulted. Four passengers
reportedly died on the spot while two
died later at the Adeoyo State
hospital.
The injured persons were rushed to
the Oyo Town General Hospital for
treatment. Information was sketchy as
at the time of filing t his report
whether the number of casualties had
increased.
New Telegraph however quoted the
Public Relations Officer, of the
insitution, Mr Soladoye Adewole, as
saying:
“I just got the news not quite long.
We have not been able to ascertain
the number of deaths, but we have
actually recorded some deaths. Our
Director of Medical Services and
Registrar Mr Ezekiel Fehintola have
gone to the scene. We have not been
given full details of the incident”
Every school activities has been
suspended till next week

peace initiatives

Former president Olusegun Obasanjo has thrown
his weight behind the move by the Ooni of Ife,
Oba Adeyeye Ogunwusi to unify the yoruba race
during his reign. It would be recalled that Ooni
Ogunwusi had been visiting Yoruba monarchs as
a way of ensuring unity. Among those visited
were the Aalafin of Oyo and Awujale of Ijebuland
among others.
Obasanjo spoke yesterday during a visitation to
the Ooni’s palace where he was received by
prominent traditional rulers in Ile-Ife. In a
dramatic move, Obasanjo who was accompanied
by other prominent personalities dressed in his
Yoruba regalia, prostrated for the Ooni as a sign
of respect. While some of those present during
the visit expressed surprise at chief Obasanjo’s
posturing, others applauded and hailed the
former president.
The former president explained that the unity
move by the Ooni was important for the progress
of Yorubaland. He urged the Ooni not to relent in
his move to ensure unity, adding that Ife
remained the source of Yorubaland. He said, “I
commend the role of Ooni in ensuring peace in
Yorubaland. Continue what you are doing,
especially your unity course. I am happy with the
move taken so far.
“It is only a sign of honour for the Ooni to visit
anyone. That does not stop Ile-Ife from its
position in the history of Yorubaland.” Obasanjo
subsequently prayed for the progress of Ife and
Yorubaland. He also apologised for not being
present at the Ooni’s coronation.
On his part, the Ooni expressed appreciation for
the former president’s visit. Among those present
during the visitation were Dr. Femi Okunnu; Femi
Majekodunmi; Chief Oyewole Fasaweye, Ayo
Balogun and a host of others.

vacation

The special adviser to the president on media
and publicity, Femi Adesina, has announced
on in a statement on February 5, Friday, that
President Muhammadu Buhari went on short
vacation.
According to Adesina, while Buhari is on
vacation, Vice President Yemi Osinbajo will
perform the functions of the president.
The presidential aide said in compliance with
Section 145 (1) of the Nigerian Constitution,
Buhari had dispatched a formal notice of his
vacation to the Senate President and the
Speaker of the House of Representatives.

Buhari has arrived in London to attend a
conference on the ongoing Syrian crisis. The
Supporting Syria & the Region conference is
co-hosted by the UK, Germany, Kuwait,

displaced by the conflict, which started in
2011.
The leader of the nation was expected back to
Nigeria at the weekend.
There were speculations that President Buhari
visited London because he needs medical
treatment.
It’s Buhari’s first vacation as Nigerian

5 months pregnant mother of one, Habiba Shaba
Ibrahim, who went missing on Saturday Jan. 30th
in Abuja (read here ) has been found. Habiba is
pictured right above at her home this morning in
Abuja. Details of how she was found and where
she had been was not revealed. According to her
family, she went missing after taking a taxi along
Kubuwa road in Abuja.

The Newspaper Proprietors' Association of
Nigeria (NPAN), Thursday, reiterated its
commitment to the fight against corruption in
the country ,insisting that it had always been in
the vanguard of the fight and that it was not
ready to stop now.
The assurance was given by the President of
the Association, Mr. Nduka Obaigbena , while
receiving the Minister of Information and
Culture, Alhaji. Lai Mohammed , on a courtesy
call on the Association at its Secretariat in
Maryland , Lagos.
" We will help you fight corruption because it is
antithetical to development" he stressed.
On hand to receive the minister among others ,
were the Publisher of Vanguard newspapers, Mr.
Sam Amuka, Mal. Ismaila Isa, both Life Patrons
of the Association, former governor of Ogun
State,Chief Segun Osoba, Mr. Ray Ekpu (both
past Presidents of the Association) as well as
Executive Council members and other members
of the Association.
Mr. Obaigbena who is also the Publisher of
Thisday newspapers, in welcoming the new
vista with which the government is pursuing its
anti- corruption drive, noted that more mileage
would be garnered and the campaign more
enduring, if government fights corruption by
building strong institutions.
To achieve greater result, he said it was
imperative to first find the root cause of
corruption, avoid arbitrariness and follow the
rule of law . Also, there was a need to respect
the doctrine of innocence under which an
accuse is presumed innocent until proven
guilty.
It would be unjust and unfair to lump people
together, and label everybody thieves, without
separating the wheat from the chaff,he added.
In his address, the minister sought the support
and cooperation of the media owners, adding
that it was not the intention of the government
to intimidate anyone or group of persons.
Goverment's current drive he argued, was
motivated by the higher ideal of bringing
happiness to the greater number of the
citizenry. This he said would remain an illusion
without curing the corruption cancer that had
eaten deep into the nation.

Mohammed drew a nexus between corruption
and development, explaining that it would be
difficult to develop infrastructure like roads,
railway, schools, etc if government revenues are
stolen
Taking on the economy without first fighting
corruption, he argued, would be an exercise in
futility.
He recalled his earlier pronouncement how the
nation could be transformed into an eldorado,
providing roads, schools, hospitals etc , if the
funds stolen had been judiciously applied.
For instance, he said the total amount Nigeria
was seeking to borrow from the World Bank or
the African Development Bank or others is $3.5
billion, adding that if only a few who had stolen
from the nation's revenues had returned a
fraction or that the issue of the $20 billion had
been resolved, the nation would not need to
borrow.

FG orders oil firm to pay unremitted N81.6bn

*Begs oil majors not to sack workers

—The Presidency has directed an oil firm
to remit to the account of Nigerian Petroleum
Development Company, NPDC, unremitted funds
amounting to N81.6 billion ($408m).
This came on a day the Federal Government
called on operators in the oil sector to shelve
plans to lay off workers to avoid throwing the
nation into a huge social upheaval.
Oil companies had concluded plans to reduce
their workforce, due to falling oil prices in the
international market which had impacted their
operations.On unremitted revenue, the
Presidency’s instruction, it was learned, came
against the backdrop of revelations by the
chairman of the firm at the Economic and
Financial Crimes Commission, EFCC, that the
company only remitted parts of what it derived
from revenue from four oil blocs.

A source said the company which signed a
Strategic Alliance Agreement with NPDC on July
19, 2010, took charge under the agreement of
OML 26 FHN; OML 30 Shoreline; OML 34 Niger
Delta Oil; and OML 42 Neconde and was also to
provide funds, technical services, drill and sell
crude oil.
According to the source, the company was later
accused of lifting crude oil, but remitted only a
fraction of its worth to government.
It was gathered that in 2012, the company paid
$168m into government’s account, but lifted
about three million barrels valued at over $350
million, leaving a balance of $182 million.
The source also said that in 2013, the company
lifted about two million barrels of crude oil
valued at $240 million but paid only $68
million, leaving a balance of $172 million.
Similarly, the company was also alleged to have
in 2014, paid zero cash call, even though it
lifted 500,000 barrels of crude oil valued at $68
million.
The source said, having been armed with these
figures by the EFCC, the Presidency instructed
the company’s chairman to reconcile his
accounts with the NPDC, a subsidiary of
Nigerian National Petroleum Corporation, NNPC,
and remit money amounting to about $408
million or N81.6 billion.
The EFCC, it was learned, recently raided the
business premises of the firm, making away
with documents and computers.
Sources said the oil blocs were awarded to the
company in 2010 in controversial
circumstances by the government of former
President Goodluck Jonathan.
Although efforts to reach the company’s
helmsman proved fruitless, a source close to
the company said it had already submitted to
government plans to pay the several billions it
was owing.
When Vanguard called Senior Special Assistant
to the President on Media & Publicity, Mr. Garba
Shehu, he directed Vanguard to call the NNPC
for confirmation.
Contacted, Group General Manager, Public
Affairs, NNPC, Mr. Ohi Alegbe, said he was not
aware of the development.

Meanwhile, the Federal Government has called
on operators in the oil sector to shelve plans to
sack workers to avoid throwing the nation into
a huge social upheaval.
Speaking through the Minister of Labour and
Employment, Senator Chris Ngige, the
government said a crucial joint labour-oil
sector meeting had been scheduled for next
week to resolve some emerging issues in the
industry.
The minister, who spoke during a meeting with
major oil companies in Nigeria, yesterday,
noted that the nation was already facing a lot of
social security problems and could not afford
more to be created through job cuts.
A statement signed by Olowookere Samuel,
Deputy Director (Press) in the ministry, quoted
Ngige as saying: “The oil majors in Nigeria
must, therefore, bend backwards and see what
they can plough back from their profits to keep
Nigerian workers on their duty posts.”
Ngige assured the oil majors that the present
economic downturn would not last forever,
stressing that they maintained existing jobs,
saying nothing lasts forever. "We have a
downturn today but you can be sure it will not
last forever. If you are not creating new jobs, let
us keep the ones we have. That is what this
government is pleading and we must emphasize
that it is what we want", the minister said.
He said because oil and gas sector remained
the financial back bone of the nation’s economy
for now, any threat of industrial unrest therein
should be nipped in the bud.
Ngige added that he had received a plethora of
petitions from unions in the sector on industrial
and employment relations such as
casualization, redundancy, threat of
retrenchment and unfair labour practices,
among others.
Speaking on behalf of the International Oil
Companies present, including Agip, Mobil
Producing, Chevron, Addax and Total, the
Director of Human Resources and Medical,
Chevron Nigeria Limited, Ihuoma Onyearughe,
appreciated Federal Government’s efforts at
stabilising the economy and ensuring industrial
harmony in the sector.
She appealed for understanding and
collaboration on the part of the government, in
view of the current challenges facing the
industry. “The issue of laying people off is not a
decision that comes lightly. I will not come
here to tell you that people are being laid off or
not.
"The situation in the oil companies is dire. We
want to ask for more understanding in
appreciation of the challenges we face.
Nevertheless, we have heard the minister and
we will take your message back to our various
companies,” she said.
She pleaded with the minister to protect oil
majors from unnecessary harassment by labour
unions who usually closed their eyes to unfair
labour practices by “employment contractors”
who failed to remit workers pension and
compensation funds, but harass and turn the
heat on the oil companies.

— THE Presidency, yesterday, raised
alarm that Nigerians would starve to death by
2050 if nothing was done to ensure an all year
round farming.
It also said with the rate the country was going,
the population would by 2050 rise to 509 million.
According to the Federal Government, the present
mode of farming will not sustain the increasing
population in the country.
It noted that there was the urgent need for all
major stakeholders to work towards improving
mechanized farming and irrigation, to ensure an
all year farming to avert the problem.
Speaking, yesterday, during the budget defence of
2016, Minister of Agriculture, Chief Audu Ogbeh,
said the country had the capacity to grow the
grass required by the cattle to consume.
He said: “We have written to state governments
to encourage them to develop dams and canals
so that agriculture becomes an all year round
activity and it is not confined to the rainy season
alone.
"Besides, by 2050, Nigeria population will be
very close to 500 million at the current rate of
growth. This is just 34 years from now. If we
carry on at the current rate of one crop per year,
with very low mechanization, Nigerians run the
risk of starving to death.
He said: "We intend to intensity and consolidate
on the local staples, the yams, the cassava, the
beans, especially rice and wheat. Both of which
consume $11 million per day in import. The
figure is going down a bit. We can’t afford that in
the long run because we don’t even have the
resources.
“The ministry has put necessary machinery in
motion to stop the constant bloody clashes
between herdsmen and farmers. We have decided
we are going to develop massive paddocks
across the country.
"What the cows are looking for is grass and
water. We have the capacity to grow the grass we
want not just any kind of grass but highly
nutritive grass for the cows to eat. If it can be
done in Kenya, Saudi Arabia, there is no reason
why we can’t do it here.
‘’There is sizable provision for grassing at
hinterland, by developing water, drilling of
boreholes and small dams to irrigate those areas
already mapped out. In the process we hope that
the cattle herdsmen would have a more stable
life."

Nigeria loses N1trn annually to crude production cost — Rep


…As House moves to reduce $38 oil benchmark

ABUJA—CHAIRMAN, House of Representatives Committee on Appropriation, Abdulmumin Jibrin, said yesterday that Nigeria was losing an average of N1 trillion annually as production cost in crude oil exploration.

Jibrin, who disclosed this to journalists while fielding questions on the 2016 budget that had passed through second reading in the House, said that as a result of the dwindling international market price of oil, the House would consider a reduction of the benchmark, which was pegged at $38 per barrel at the time the budget proposal was prepared.

He noted that with the current price of about $30 per barrel, there was the need to review the benchmark to meet up with the current realities.

He said: “One very important aspect that swallows a large chunk of the money in the budget is the cash call and production costs. Many people take their eyes away from production costs.

“But it is critical, this is because every year we pay an average of one trillion naira as cost of production. So, it is important that this time around, we need to sit with relevant authorities in the oil and gas sector to see the details of this production cost, to ensure   the country is not just being shortchanged.

“We are just mopping a lot of money from the first line charge just to give to our foreign partners.

“The benchmark has been pegged at $38 dollars and of course we have known that the oil price has gone much below that figure. I am sure that during this budgeting period we will engage again with the Committee on Finance and relevant committees and we should be able to peg the benchmark at a very safe figure that should be more realistic.

“Of course, the benchmark is one of our concerns and the revenue aspect of the budget. Once you have raised the issue of benchmark which we are going to work on to see that we peg it in what looks more practicable, then of course, there is the aspect of the non oil.

“The non oil of course the projection looks realistic but if you go by history, we must also be extremely disciplined to ensure that the projections are met month after month. So, we are not unmindful of that.”

Commenting on exchange rate, he said:  “On the aspect of the exchange rate, exchange rate is an exclusivity of the Central Bank of Nigeria but of course we do engage them. The CBN usually comes up with justifications for pegging the exchange rates.

“Central Bank is an autonomous body, it is independent, so, we don’t tamper with that. But again within this period, we will still engage the Central Bank so that we can be able to discuss with them, if there is any possibility of any adjustment.

“Otherwise, in terms of exchange rate, we leave it as central bank recommends to the National Assembly. And very quickly also, there is the aspect of the budget of deficit financing, we are also concerned about that, in the next few days, we will be also going to engage the executive particularly, the minster of Finance and   the minster of Budget and Planning, so that we can really be sure how the deficit is going to be financed.”

He also said there was the need to reduce domestic borrowing and increase external borrowing in implementing the budget.

He said:  “Generally the position of the National Assembly is   that we need to reduce domestic borrowing significantly, we expect that a chunk of the borrowing should come from external sources.

“Already, the economy is struggling and when you now put so much weight on the local economy in terms of drawing more money from the local economy, it is going to do a lot of harm to the economic system of the country.”

The National Emergency Management Agency, NEMA, said yesterday that a total of 65 persons lost their lives and 136 persons injured, following the weekend attacks on Dalori village by insurgents.Dalori, which is less than 10 kilometres from Maiduguri, came under the attacks on Saturday evening.NEMA’s Emergency Response Team immediately mobilized for rescue along with others, including Police Anti-Bomb Squad, NSCDC, Nigerian Army, Federal Road Safety Commission, and Nigerian Red Cross.A statement signed by Sani Datti, Snr. Information Officer, NEMA said:  “Victims were evacuated to Umaru Shehu Hospital, University of Maiduguri Teaching Hospital and Borno General Hospital for medical attention where 40 persons were confirmed dead.‘’However the community buried 25 deaths beside those that were taken to the hospitals.   136 persons wereinjured in the attacks.‘’The insurgents came into the village and started shooting sporadically. This put the villagers and the neighborhood into pandemonium and started running helter-skelter.”‘’Some of the villagers that succeeded in moving out, including those in the nearby IDPs camp (Dalori Camp II), converged under a big three where people normally gathered in the evening to domenial trading activities, unknown to them that one of the suicide bombers sneakedinto the midst of the gathering and detonated explosive devices killing scores of people and injuringmany.’’
